As a Vice President of Jefferson Consulting Group, Angela McNamara provides clients with expertise in federal government acquisition and policy and assistance in implementing business strategies that result in successful partnerships between government and industry.

Ms. McNamara provides strategic advice and counsel to private sector firms doing business with the federal government, assisting them in their business development both strategically and tactically. She assists in positioning an organization’s goals with government decision makers, identifying favorable legislative and regulatory strategies, recommending and facilitating successful teaming and/or contracting-out decisions, and developing winning technical and price proposals.

She leverages her experience and expertise with the private sector to assist federal agencies in their transition to performance-based organizations. Ms. McNamara provides strategic change management services and acquisition reform advice, counsel and training to many federal departments and agencies, working with cross-functional teams to review existing contracts, define new requirements, establish meaningful metrics, and develop performance-based strategies and solicitations. She also teaches Jefferson Solutions’ highly successful performance-based acquisition course.

Prior to joining the firm in 1992, Ms. McNamara was with the Air Force Association where her responsibilities included facilitating the process of developing the Association’s policy and legislative initiatives for all manpower and personnel issues of the active force, Reserve and Guard, civilian force, and retirees. As Chief of Manpower and Personnel, issues under her charge included compensation and incentives, force structure management, and benefits such as retirement and health care. In addition to supporting and developing policy and legislative initiatives, she was responsible for regular communications with the Association’s leadership including the board of directors, executive committee, state and chapter leaders; communicating the Association’s positions with congressional members and staff; and working collaboratively with other associations and veterans service organizations. She also represented the Association on The Military Coalition, serving as the Coalition’s national secretary and co-chair of its health care committee.

Ms. McNamara earned a MBA from Virginia Tech and a Bachelor of Science, cum laude, from Old Dominion University.
